This program is really a quick hack.  It's grown to deal with
at least one real project, and is based on a number of other projects.
So it can be useful.  However, not all is perfect with the world.
This section mentions some of the things to watch out for.

    <li><i>Current directory</i>
    	The current directory for any files processed is the
    	directory you were standing in when you invoked the _WEBC_
    	compiler.  All files <i>include</i>d, <i>localcode</i>d,
    	and the like are relative to your current directory, not
    	relative to the directory that the file being processed is in.
    	This is probably a bug.
